Winning the Transfer Portal

This all came to me over the weekend watching other games where the announcers (at least it seemed) were constantly talking about players that had just transferred in from other programs.

In the past, I think Nebraska has found new ways to find an advantage over other teams.

For Devany it was strength and conditioning.

For Osbourne it was Partial Qualifiers and the huge number of scholarships and the huge Walk-On program.

For Frost, maybe finding how to win at the transfer portal will be the advantage we need. (we probably need to work on fundamentals too)

In my opinion, the best way to optimize anything is to quantify how well you are doing at it.
Is there a way to qualitatively measure the performance lost and gained from the Transfer Portal?
