Was the Cupboard Bare?

There is this narrative that Frost inhereted a significantly worse team in 2018 than Mike Riley in 2015 and thus has done more with nothing.

I’ve never really liked this argument since part of the Bo Pelini narrative was that he slacked at recruiting.

It appears to me as if Mike Riley actually started recruiting better than Bo and Scott Frost continued that trend (although I am not optimistic about 2022).

Here is the data with no analysis, would love peoples opinions.
